According to Kyle Kerr the game of basketball is governed by rules. The referee blows the whistle to begin play. Players have five seconds to advance the ball towards the hoop. If the player fails to do so within this time, they are a foul and the ball goes back to the opposing team. Additionally, players are only allowed to be in the opposing team's key area for three seconds. Failure to leave this area within this time is also considered a foul. Players may be punished for committing fouls or infringements, with penalties such as losing possession of the ball or the awarding of a 'free throw'.
